To understand how publicly funded pre-K programs* fit within the landscape of PreK-12 education, it helps to understand differences in how they are funded. Primary sources of funding are states; special education funds for pre-K (funded by the federal Individuals with Disabilities Education Act Part B, Sec. 619); and Head Start, the federal pre-K program for children living in poverty.
FEBP provides enrollment and funding data for state-funded pre-K programs, IDEA Section 619 programs, and Head Start programs. Users should be aware that in many cases, these data on pre-K programs at the state and school district level often lack the standardization necessary to compare data across states and districts. In state-funded programs, for example, some states only provide funding for 4-year-olds, while others provide funding for 3- and 4-year-olds. Some districts use that funding to offer a full week or full day of instruction; others are half-day programs or programs that are offered three or four days a week.
Under the Individuals with Disabilities Education Act (IDEA), federal special education funds are distributed through three state grant programs and several discretionary grant programs. Part B of the law, the main program, authorizes grants to state and local education agencies to offset part of the costs of the K-12 education needs of children with disabilities; it also authorizes preschool state grants. Part B, section 611 authorizes funding to students age 3-21, while section 619 is targeted specifically at children aged 3 to 5. The funding formulas to distribute to states are nearly identical, but Congress separately allocates total funds for each section separately.
