UMOS is funded as a direct grantee agency by the Department of Health and Human Services (DHHS) through the Office of Head Start (OHS). UMOS Wisconsin operations are also funded as a delegate agency of the Teaching and Mentoring Communities (TMC), located in Texas. Both grantee and delegate programs provide Migrant and Seasonal Head Start (MSHS) services to migrant children and their families. UMOS operates Migrant and Seasonal Head Start programs in Wisconsin and Missouri, though the grantee funding.
UMOS continues to use the S.T.E.P. (Strategic Teacher Education Program) also known as C.I.R.C.L.E (The Center for Improving the Readiness of Children for Learning and Education in the Department of Pediatrics). These resources are designed for teachers to foster quality emergent literacy strategies in young children. In addition, UMOS has implemented the Child Outcome Framework which tracks and measures language development, literacy and mathematics, as well as physical and health development.
UMOS is committed to aiding families by preparing children for entry in the public school system, thus ensuring children are “School Ready” (school readiness). Furthermore, the Child Development Division utilizes the Creative Curriculum along with the COLCHA curriculum that is both child-guided and age appropriate. The “COLCHA” uses the Creative Curriculum as its foundation with other resources such as health, nutrition and mental health. The program also provides transportation and nutritional meals.
The Anti-Bias Curriculum provides lessons for children in advocating for social justice. Teachers pursue development of intellectual, as opposed to academic, goals for children through use of Project Approach: engaging children in investigations that enhance their understanding of cause and effect. Mental-health professionals observe classrooms monthly, consulting with teachers to improve methods for enhancing the children’s social development. Education coordinators also observe classrooms to evaluate the quality of interactions between teachers and children, and work with teachers to improve weak areas.
UMOS service regime is geared towards providing comprehensive and holistic services that focus toward “school readiness” through Early Learning Standards. In addition, the program design sets the stage for individualization, age-appropriate programming, and encourages best practices in programming.
UMOS Child Development Division utilizes a Management Systems approach to services, which ensures program effectiveness and accountability to stakeholders. UMOS stakeholders include parents, policy groups, community representatives, board of directors, as well as program and administrative staff at all levels of program operations.
